Hactl Achieves Top Tier IATA SeMS Certification, Sets Benchmark for Security Standards in Air Cargo

Hong Kong Air Cargo Terminals Ltd (Hactl) has achieved a significant milestone in aviation security, earning the highest possible accolade—Operating Status—under the International Air Transport Association’s (IATA) Security Management System (SeMS) certification.

As a new entrant to the rigorous global framework, Hactl underwent a comprehensive on-site assessment by IATA auditors, evaluating its systems across six essential components: Corporate Commitment and Governance, Resource Management, Threat Assessment and Risk Management, Quality Assurance and Control, Emergency and Incident Management, and Security Documentation.

Going above and beyond the mandatory requirements, Hactl also volunteered for assessment in the Cyber Security and Insider Threat domain—demonstrating a proactive approach in tackling emerging risks in the air cargo ecosystem.

Brendan Sullivan, IATA’s Global Head of Cargo, praised Hactl’s achievement:
“Hactl has built a security governance framework, fostered strong internal collaboration, and shown a commitment to transparency, compliance, and continuous improvement. This certification demonstrates their dedication to embedding a culture of excellence not just internally but across the entire supply chain.”

With this certification, Hactl becomes one of the first two cargo handlers in Asia to meet SeMS standards—a distinction that reflects its leadership in aviation security.

Wilson Kwong, Chief Executive of Hactl, highlighted the broader implications of the certification:
“Security is multifaceted, highly demanding, and must evolve alongside industry threats. At Hactl, we place security at the heart of our operations. The external scrutiny SeMS provides is not just welcomed—it’s essential. It reassures us and our stakeholders that we are thoroughly protected against potential threats.”

Kwong also issued a call to action to industry peers:
“We strongly encourage all cargo handlers to adopt SeMS. A collective commitment is key to building a secure and resilient global air cargo industry.”

Hactl’s SeMS success underscores its position as a trailblazer in cargo terminal security—setting new benchmarks in an era where vigilance, adaptability, and robust governance are more critical than ever.
