PACTL Secures Full Suite of IATA CEIV Certifications, Strengthening Shanghai’s Position as a Global Specialised Cargo Hub

Shanghai Pudong International Airport Cargo Terminal Co., Ltd. (PACTL) and its subsidiary PACTL WEST have attained the full portfolio of IATA Centre of Excellence for Independent Validators (CEIV) certifications, securing accreditation in pharmaceuticals, lithium batteries, fresh produce and live animals. The achievement places the Shanghai-based ground handler among a select tier of global operators able to demonstrate independently validated capabilities across all major specialised cargo segments.

The four certifications—CEIV Pharma, CEIV Lithium Batteries, CEIV Fresh and CEIV Live Animals—underscore PACTL’s strategic commitment to delivering standardised, compliant and secure handling solutions for complex and high-value air freight. At a time when regulatory scrutiny and shipper expectations continue to intensify, the comprehensive accreditation provides airlines, freight forwarders and cargo owners with enhanced assurance that sensitive consignments are processed in accordance with globally recognised standards and industry best practice.

Securing the complete CEIV suite required sustained investment in infrastructure, operational governance and workforce expertise. PACTL has expanded and refined dedicated handling areas, strengthened quality management systems and implemented targeted training programmes to ensure consistent compliance across temperature-sensitive, regulated and time-critical cargo flows. The integrated approach supports parallel improvements in operational reliability and risk management—factors increasingly central to supply chain resilience.

Carsten Hernig, Deputy General Manager of PACTL, described the milestone as the result of long-term organisational focus.

“A full suite of IATA CEIV accreditations reflects sustained efforts across infrastructure, procedures and people,” he said. “It demonstrates our continued emphasis on operational efficiency and reliability as cargo requirements evolve. We will further deepen collaboration with airline and logistics partners to enhance special cargo handling standards and strengthen Shanghai’s competitiveness within global air logistics.”

The CEIV programme, developed by the International Air Transport Association (IATA), establishes harmonised global benchmarks for specialised cargo handling. Beyond regulatory alignment, it aims to create greater transparency, consistency and trust throughout the air cargo value chain.

Xie Xingquan, IATA’s Regional Vice President for North Asia, emphasised the broader industry implications of the certification.

“The CEIV programme is not only about compliance—it is about building trust, safety and resilience across the cargo community,” he said. “As one of the world’s busiest freight hubs, Shanghai benefits from operators such as PACTL that are advancing quality standards, strengthening cross-industry collaboration and reinforcing customer confidence in specialised cargo management.”
