Veteran logistics executive Duarte Rocha joins Board as global freight forwarding network advances growth strategy and digital collaboration initiatives

The WACO System, one of the world’s leading networks of independent freight forwarders, has announced the election of its Executive Board during the organization’s Annual General Meeting (AGM) held in Athens, Greece, marking a new chapter in its global growth and development strategy.

A key outcome of the AGM was the appointment of Duarte Rocha, Managing Director of Portugal-based Extra Transportes Internacionais Lda, as a new member of the Board. Rocha succeeds outgoing Board member Vince Touya, who retired after completing a three-year term of service.

The leadership update comes at a pivotal time for WACO as the organization focuses on expanding its footprint in emerging markets, strengthening collaboration among members and accelerating the adoption of digital tools across its international network.

Experienced Logistics Leader Joins WACO Governance Team

Rocha brings more than three decades of experience in freight forwarding, logistics and supply chain management to the Board, adding significant operational expertise and industry knowledge to the organization’s leadership structure.

As Managing Director of Extra Transportes Internacionais, WACO’s member company in Portugal since 1984, Rocha has played an instrumental role in developing the company’s international freight forwarding and logistics capabilities while strengthening its position within the global transportation and supply chain sector.

Having joined Extra Transportes in 1993, he has held a variety of senior management positions and has overseen the growth of the company’s international logistics, freight management and integrated supply chain services.

His long-standing involvement with WACO has also made him a familiar and respected figure throughout the network, where he has actively contributed to collaboration initiatives and business development opportunities among member companies.

Commenting on the appointment, Richard Charles, Chief Executive Officer of The WACO System, highlighted Rocha’s extensive experience and strong reputation within the organization.

According to Charles, Rocha is widely recognized across the network for his deep freight forwarding expertise, balanced leadership style and practical approach to addressing industry challenges. His appointment comes at an important moment as WACO continues to strengthen its global presence and enhance support for its members.

Strategic Focus on Emerging Markets

One of the primary priorities outlined by the newly elected Board is the continued expansion of WACO’s presence in Latin America and Africa, two regions increasingly viewed as critical growth markets for global logistics and supply chain operations.

As international trade routes continue to evolve and economic activity expands across emerging markets, freight forwarding networks are seeking stronger regional representation to support customers’ growing transportation and logistics requirements.

WACO believes that expanding its membership base and operational capabilities across these regions will strengthen network connectivity while creating new opportunities for member companies to access developing trade corridors and high-growth markets.

Industry analysts have increasingly identified both Latin America and Africa as regions with significant long-term logistics potential, driven by infrastructure investment, industrial development, growing consumer markets and expanding international trade relationships.

By strengthening its presence in these regions, WACO aims to position its members to capitalize on evolving trade flows and changing global supply chain dynamics.

Accelerating Digital Transformation

In addition to geographic expansion, WACO’s Board has identified digitalization as a key strategic priority for the coming years.

The network plans to continue investing in digital initiatives designed to improve communication, operational efficiency and business collaboration among its independent freight forwarding members.

These initiatives are intended to simplify information sharing, accelerate decision-making and create more seamless cooperation across international markets.

As customer expectations increasingly focus on transparency, real-time visibility and faster response times, digital collaboration platforms are becoming essential tools for freight forwarding organizations operating within complex global supply chains.

WACO believes that enhanced digital capabilities will not only improve operational performance but also strengthen relationships between member companies and their customers.

Continuity and Stability for Independent Freight Forwarders

While Rocha’s appointment introduces fresh leadership perspectives, the broader composition of the Board remains largely unchanged, ensuring continuity and stability within the organization’s governance structure.

WACO noted that maintaining experienced leadership while introducing new expertise supports the network’s long-term objective of helping independent freight forwarders remain competitive in an increasingly dynamic marketplace.

The organization believes this balanced approach will enable members to respond effectively to shifting trade patterns, evolving customer demands and ongoing changes across the global logistics landscape.

Independent freight forwarders continue to face increasing competition from multinational logistics providers, making collaboration, innovation and network strength critical components of long-term success.

By combining strategic expansion, digital innovation and experienced leadership, WACO aims to enhance the value it delivers to its members while reinforcing its position as a trusted global freight forwarding network.

Positioning for Future Growth

The outcomes of the Athens AGM reflect WACO’s commitment to supporting independent logistics providers through a rapidly changing business environment.

With Duarte Rocha joining the Executive Board and the organization advancing ambitious plans for regional expansion and digital transformation, WACO is positioning itself to strengthen connectivity, improve collaboration and create new opportunities for its members worldwide.

As global supply chains continue to evolve, the network’s focus on strategic growth and operational efficiency is expected to play an increasingly important role in helping independent freight forwarders navigate future challenges and capitalize on emerging opportunities.
