In a significant leadership transition for Hong Kong’s transport sector, Wilson Kwong, Chief Executive of Hong Kong Air Cargo Terminals Limited (HACTL), has been appointed Hong Kong Transport Services Director at the MTR Corporation, effective 28 January 2026. He succeeds Jeny Yeung, who will take over as MTR’s Chief Executive Officer on 1 January 2026.
Kwong’s appointment marks a major career shift after an eight-year tenure at the helm of HACTL, one of the world’s leading air cargo handling organisations. Since joining HACTL in 2018, Kwong has overseen the company’s operational evolution and strengthened its standing in global air cargo logistics. His earlier leadership experience includes serving as Chief Executive Officer of Jardine Engineering Corporation (2012–2018) and Raffles Quay Asset Management (2009–2012). In addition to his corporate roles, he currently serves as Chairman of the Employers’ Federation of Hong Kong and Chairman of the Hong Kong General Chamber of Commerce’s Transport and Logistics Committee.
Reflecting on his departure, Kwong described the decision as both challenging and timely:
“This was a very difficult decision for me, after eight wonderful years leading the world’s definitive air cargo ground handler. But I feel the time is right to take up a new challenge outside the air cargo arena, and to make way for a new leader to stamp their own mark on this iconic business.”
He added that he leaves HACTL in “the best possible shape,” supported by a highly capable and dedicated team. Until his departure, Kwong said he remains committed to delivering the service excellence for which HACTL has long been recognised.
MTR Corporation Chief Executive Officer Dr. Jacob Kam welcomed the appointment, emphasising Kwong’s diverse cross-sector expertise:
“Mr Kwong brings with him extensive management experience across various sectors, including engineering, aviation and logistics, real estate development and asset management. I am confident that he will lead the team to build upon our existing foundation to reach new heights and continue to enhance MTR’s service standards to serve our passengers.”
Kwong’s transition from aviation logistics to rail transport signals a high-profile alignment of leadership across two of Hong Kong’s most critical infrastructure networks, with expectations that his operational insight and industry-wide perspective will support MTR’s ongoing efforts to elevate service performance and passenger experience.
