Collaboration aims to accelerate the development and certification of AI-enabled autonomy for commercial cargo aircraft, supporting safer and more efficient freight operations.

Israel Aerospace Industries (IAI) has signed a Memorandum of Understanding (MoU) with U.S.-based aerospace technology company Merlin to jointly advance the development of AI-powered autonomous capabilities for commercial freighter aircraft.

The partnership marks another step toward integrating artificial intelligence into cargo aviation, with both companies focusing on the development, integration and certification of autonomous flight technologies designed for commercial cargo operations.

Under the agreement, IAI and Merlin will collaborate on market assessment, engineering development, regulatory planning and aircraft platform selection, establishing the foundation for a future commercial agreement and a structured certification pathway for autonomous cargo aircraft.

Accelerating Autonomous Cargo Aviation

The collaboration forms part of Merlin’s Condor programme, an initiative launched earlier this year to develop certifiable autonomous flight systems for large, multi-crew aircraft, including freighters.

The programme seeks to bring advanced autonomy to existing commercial aircraft, enabling operators to improve operational efficiency while maintaining the rigorous safety standards required for civil aviation certification.

As part of the Condor initiative, Merlin also signed a separate Memorandum of Understanding with aircraft leasing and aviation services company World Star Aviation, reflecting growing industry interest in autonomous technologies for cargo fleets.

Combining Engineering and Certification Expertise

IAI brings decades of experience in aircraft engineering, military and civil aviation programmes, avionics integration and passenger-to-freighter (P2F) aircraft conversions, making it a strategic partner for the development of next-generation cargo aircraft technologies.

According to the companies, the partnership will leverage IAI’s expertise in aircraft certification and systems integration alongside Merlin’s autonomous flight technology to accelerate the deployment of AI-enabled solutions within the commercial cargo sector.

Boaz Levy, Chairman of Israel Aerospace Industries, said the agreement reflects the company’s long-standing commitment to advancing aerospace innovation.

“Throughout its history, IAI has consistently been at the forefront of aerospace innovation, developing technologies that shape the future of aviation,” Levy said.

“Our collaboration with Merlin reflects a shared commitment to advancing next-generation capabilities that can enhance safety, efficiency and operational flexibility across the aviation industry. We believe autonomy will play an increasingly important role in the years ahead.”

Supporting the Future of Global Cargo Networks

Merlin Chief Executive Officer and Founder Matt George described IAI as a key partner in bringing autonomous capabilities to commercial cargo aircraft.

“IAI sits at the centre of the global cargo aviation ecosystem, and its deep expertise in aircraft certification, advanced avionics and freighter conversions makes it a critical partner as we advance the Condor programme,” George said.

He added that collaborations with IAI and World Star Aviation demonstrate increasing industry confidence that AI-powered autonomy can enhance safety, improve operational efficiency and help operators maximise the performance of existing cargo fleets.

“Together, we’re laying the groundwork to bring certifiable autonomy to the aircraft that power global cargo networks,” George said.

AI Set to Transform Air Cargo Operations

The agreement reflects the aviation industry’s growing focus on artificial intelligence and autonomous technologies as cargo operators seek solutions to improve efficiency, enhance safety and address future operational challenges.

While fully autonomous commercial cargo flights remain subject to extensive regulatory approval and certification, partnerships such as the one between IAI and Merlin represent important milestones in developing the technologies that could reshape the future of air freight operations.

As demand for faster, more efficient and digitally enabled logistics continues to grow, AI-powered autonomy is expected to play an increasingly significant role in supporting the next generation of commercial cargo aviation.
