Compliance technology specialist OneReg has appointed aviation and public policy leader Billie Moore as its new Chief Regulatory and Industry Engagement Officer, reinforcing the company’s commitment to strengthening regulatory collaboration as it accelerates international expansion following a successful US$4.5 million Series A funding round.
The newly created executive position will focus on government affairs, regulatory engagement, public policy development, and industry collaboration across OneReg’s global markets, reflecting the growing importance of digital compliance solutions within the aviation sector.
The appointment comes shortly after OneReg secured an oversubscribed Series A investment round, providing additional momentum for the company’s growth strategy as demand increases for technology-driven regulatory oversight and compliance management solutions among airports, airlines, and aviation authorities worldwide.
OneReg has established itself as a specialist provider of compliance and regulatory assurance technology, helping aviation stakeholders manage operational oversight, risk management, audit processes, and regulatory reporting through digital platforms designed to enhance transparency and accountability.
Strategic Appointment Supports Global Expansion
The company said Moore’s appointment is intended to deepen relationships with regulators, government agencies, and industry stakeholders as aviation oversight increasingly evolves toward real-time, risk-based regulatory frameworks.
As regulatory complexity continues to increase across the global aviation ecosystem, technology platforms that support data-driven compliance and operational assurance are becoming increasingly important for both industry operators and government authorities.
OneReg Chief Executive Officer and Co-Founder Clinton Cardozo described Moore as one of the aviation industry’s most respected voices in policy and regulatory affairs.
“Billie is one of the most respected voices in aviation and public policy in Asia Pacific,” said Cardozo.
“Her appointment strengthens our work with regulators as we scale internationally and build on the momentum from our recent capital raise. Billie’s experience at the intersection of government, regulation and industry will help accelerate the shift toward real-time, risk-based oversight and ensure we keep delivering technology that supports the entire aviation sector.”
Industry observers note that the appointment reflects a broader trend across aviation toward closer collaboration between regulators and technology providers as authorities seek more proactive and data-driven approaches to oversight.
Extensive Aviation and Government Experience
Moore brings significant experience spanning aviation leadership, government relations, diplomacy, international affairs, and public policy.
She currently serves as Chief Executive of the New Zealand Airports Association, representing the interests of 49 airports across New Zealand and working closely with government agencies, regulators, airport operators, and aviation stakeholders on issues related to safety, sustainability, infrastructure development, and industry resilience.
During her tenure, Moore has played a key role in supporting the development of a safe and sustainable aviation network while navigating complex regulatory and policy challenges affecting the sector.
Her career also includes senior diplomatic and governmental roles, having served as:
- Foreign affairs, trade and political adviser to four New Zealand government ministers
- New Zealand’s Consul General to New South Wales and Queensland
- Chief Advisor at New Zealand’s Ministry for the Environment
- Head of government relations for Tourism New Zealand
This combination of aviation, diplomatic, and public-sector expertise is expected to support OneReg’s efforts to build stronger relationships with regulatory authorities and policymakers across multiple jurisdictions.
Supporting the Future of Aviation Regulation
Moore said her decision to join OneReg was driven by the opportunity to help shape the future of aviation regulation through technology-enabled innovation.
“I have spent many years navigating government policy and working to support a thriving aviation sector,” Moore said.
“What drew me to OneReg is the chance to make a more direct impact. The platform is driving momentum in regulation technology in a way the sector has talked about for years.”
She added that increasing regulatory complexity, combined with growing operational demands on airports and airlines, is creating a need for more connected and intelligent compliance solutions.
“The team is deeply dedicated and the product fits squarely into the pressure points facing airports, airlines and regulators. This role gives me the scope to focus on the issues that matter most and to help build a stronger, more connected aviation ecosystem.”
Technology Driving Risk-Based Oversight
The appointment highlights the growing role of technology in transforming how aviation regulators and operators manage compliance, safety oversight, and operational assurance.
Traditional regulatory models have historically relied on periodic inspections and retrospective reporting processes. However, digital platforms such as OneReg increasingly support continuous monitoring, real-time data analysis, and risk-based oversight methodologies that provide earlier visibility into emerging operational issues.
Industry experts believe these capabilities will become increasingly important as airports and airlines face growing regulatory obligations, expanding operational complexity, and heightened expectations around safety, sustainability, and accountability.
By strengthening its regulatory engagement capabilities through Moore’s appointment, OneReg aims to position itself at the forefront of this transformation, helping create more connected relationships between regulators, airports, airlines, and other aviation stakeholders.
Moore is scheduled to join the company in August and will be based in New Zealand while working extensively with regulators and industry partners across OneReg’s international markets.
As aviation continues to embrace digital transformation, the appointment underscores the increasing convergence of technology, policy, and regulatory oversight in shaping the future of global aviation governance.
